- African-American or Hispanic teens, those living in central cities or rural districts, and those reporting lower grades in school are more likely to report unlicensed driving.
- This group may represent a diverse population: high-risk drivers, as well as those needing to drive but unable to obtain or maintain licensure, possibly due to socioeconomic reasons.
